General Definition of Work

The director of exceptional children comprehensive school improvement, under minimal supervision, performs senior-level work with extensive decision-making discretion leading, planning, coordinating, and implementing plans in Exceptional Children (EC) services and other special programs. The position focuses on EC programming in schools with CSI, ATSI, and TSI... designation to assist schools in achieving desired student achievement goals. Employee performs advanced and supervisory work to carry out Board of Education policies and procedures related to EC under the direction of the Executive Director of Exceptional Children

Place of Work

The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.

Essential Functions
• Adhere to all state, federal, and local laws, policies, and procedures
• Develop, plan, implement, monitor, and evaluate department goals and objectives; recommend and administer policies and procedures relating to EC
• Lead, manage, supervise, and evaluate assigned programs/staff in the district
• Manage the completion of federal, state, and local special education reports
• Collect and monitor EC data in CSI, ATSI, and TSI schools; develop plans and implement/assess goals and action steps
• Serve as point person for the State department with regards to program evaluation and improvements
• Resolve issues relating to student eligibility, Individual Education Program (IEP) development, and placement
• Facilitate the Parent Advisory and Principal Advisory Councils
• Engage with external partners to meet the needs of students and their families
• Resolve difficult and sensitive inquiries and complaints regarding EC issues
• Collaborate and coordinate efforts involved in EC teacher recruitment and retention in CSI, ATSI, and TSI schools
• Collaborate and coordinate with Student Services and School Performance on efforts to positively impact student achievement
• Facilitate and supervise focus committee (instructional and accountability team) to build needs assessments, conduct walk-throughs, perform fidelity checks and facilitate data dives to improve state indicators and Students with Disabilities data
• Work with teams to develop and implement plans and strategies to assist general education and special education teachers while working with low performing schools and high needs students
• Perform related work as assigned or required

Knowledge, Skills, Abilities
• Comprehensive knowledge of the principles, standards, and expectations of EC programming
• Comprehensive knowledge of federal, state, and local regulatory requirements applicable to exceptional children
• Knowledge of public-school administration structure and challenges facing large, diverse, urban school districts
• Knowledge of EC related services including speech language therapy, occupational therapy, physical therapy, and audiology
• Skilled in the use of current software to include word processing, spreadsheets, and desktop publishing applications
• Ability to utilize appropriate data and information to make instructional decisions for EC students
• Ability to learn and use specialized tools, equipment or software related to business needs
• Ability to interpret and implement local, state, and federal rules, guidelines, and procedures into daily business operations
• Ability to communicate effectively
• Ability to reason, make judgments, and maintain effective working relationships
• Ability to employ positive communication skills in all settings/mediums
• Ability to problem-solve utilizing sound judgment
• Ability to maintain confidentiality regarding school system business
• Ability to take initiative, work independently, and exercise sound judgement

Education And Experience
• Bachelor's degree in special education or related field required
• At least three years teaching required
• School Administrator experience preferred
• Valid North Carolina Teaching Certificate required
• Equivalent combination of education and experience

Special Requirements
• Possess and maintain a valid driver's license or ability to provide own transportation
• Travel to school district buildings and professional meetings
