Summary:

The Director of Community Schools is responsible for the oversight, supervision, and direction of the department and its programs, which include: BVSD Online, School Age Care (SAC), Lifelong Learning (LLL), Community Use, Community Connections, and the BVSD Print Shop. The Director is responsible for negotiating, coordinating and managing Joint Use Agreements (JUA), Intergovernmental Agreements (IGA), Memorandums of Understanding (MOU) with community partners, advertising contracts, contract for services with community partners and teacher contracts and evaluations as part of high school credit-bearing course instruction. The Director serves as a liaison between community organizations, businesses and various departments within the District, compiling, coordinating and documenting the relationship through a collaborative process aligned with Board policy and the strategic plan. General responsibilities include recruitment and selection of staff, performance evaluations, preparation and administration of the Community Schools budget, as well as being the liaison between schools, district administration and the community for applicable programs.

Responsibilities:
• Provide direct oversight, supervision and leadership of the six programs (School Age Care, Lifelong Learning, Community Use, Community Connections, BVSD Online and the BVSD Print Shop) within Community Schools.
• Build and maintain positive relationships, communication and collaboration across all schools in BVSD that host Community Schools programs, contracts and agreements.
• Develop, review and revise district policies and internal procedures relevant to Community Schools programs and operations in alignment with the strategic plan and Board priorities.
• Problem solve, collaborate and communicate with others on the interpretation and implementation of Board policies and regulations as they relate to the programs, contracts and agreements managed by Community Schools.
• Oversee the development and implementation of fiscal controls of the Community Schools programs. Establish fee structures that are in alignment with Metro-area market research and district goals.
• Implement continuous improvement cycles for all areas of the Department’s functions.
• Oversee the programs, contracts, agreements, budget, finances and operations operated by Community Schools (SAC, LLL, Community Use, Community Connections, BVSD Online, Print Shop and contracts and agreements) that have a broad reach, complexity and interconnectedness across a variety of departments, schools and programs within the District on a daily basis. The Director is required to interface with all relevant district departments to provide services to all programs, contracts and agreements located within Community Schools.
• Negotiation and Management of Joint Use Agreements, Memorandums of Understanding and Contracts.
• Supervise the management, interpretation and enforcement of Colorado Child Care rules and regulations for state licensing compliance.
• Supervise compliance of Community Schools programs with all applicable federal, state and local laws and regulations. Supervise compliance of Community Schools programs with all Board policies and regulations and District negotiated employee agreements.
• Supervise the management of applicable CCAP agreements BVSD has with Boulder, Broomfield, Jefferson, Weld and Adams Counties.
• Collaborate and seek advice from District Legal Counsel on contracts, Agreements, MOUs, labor, disability and property law as each applies to Community Schools programs, Board policy and regulations, personnel issues, student issues and concerns, etc. Train and supervise staff on legal obligations.
• Oversee vendor contracts, ensuring selected vendors are accredited by the Colorado Department of Education (CDE) and courses at the elementary, middle and high school levels are aligned with CDE standards and District scope and sequence.
• Ensure high school vendor courses meet CDE graduation guidelines, Advanced Placement course requirements and National Collegiate Athletic Association (NCAA) eligibility requirements.
• Supervise the teacher selection, contracting, evaluation and payment process for BVSD teachers approved to teach BVSD Online courses.
• Collaborate with instructional and information technology teams, principals and counselors on all aspects of student registration enrollment and course completion.
• Establish fee structure and financial assistance process. Oversee registration, billing and payment systems.
• Responsibilities include direct and indirect supervision of approximately 500 Community Schools employees, contracted enrichment program providers and contract-for-service teachers.
• Develop and implement training in areas including staff development, personnel issues and district strategic initiatives. Train and support office staff and non-direct reports in team building, safety, district initiatives and developmentally appropriate practices.
• Develop and present verbal, visual and written materials pertaining to Community Schools for district administration, the Board of Education, nonprofits, community groups, businesses, foundations and the media.
• Respond to RFIs (request for information) which originate from the BVSD Board of Education.
• Participate on various district committees as needed.
• Communicate and problem-solve with parents and families across all Community Schools programs.
• Participate in parent conferences and meetings related to IEPs, 504s, health, safety and discipline plans as needed across programs.
• Develop, manage and oversee an annual budget with responsibility for providing a transfer to the general fund to support district operations.
• Set budget priorities in alignment with the District strategic plan, programmatic and financial needs.
• Seek revenue and funding streams to support Community Schools programs.
• Supervise the management of the Colorado Child Care Assistant Program (CCAP), and scholarship processes for all child care and enrichment programs within Community Schools programs.
• Evaluate monthly budget reports and direct program managers to implement changes as needed.
• Perform other duties as assigned.

Qualifications:

Required:
• Bachelor’s Degree
• Master’s Degree plus additional coursework required for certification or licensure in a major pertinent to the position requirements.
• Must have a valid CDE Type D Certificate/Principal/Administrators License.
• Minimum of 5 years successful experience in school or district departmental leadership.
• Must have a valid driver's license.
• Completed and submitted BVSD on-line application.
• Communicate (read, write, and speak) in English.

Preferred:
• Principal’s License or Professional Certification in a related field
• Bilingual English/Spanish

Salary Information:

Salary Range 11: $104,966 - $157,449

Salary Placement varies according to experience and education.
• Pay range listed above is for employees newly hired to BVSD or current BVSD employees that are new to the employee group (existing employees currently in this unit please refer to the pay range on the appropriate salary schedule). BVSD engages in a salary placement process vs. a salary negotiation process.
