Leads, manages, and supervises the day-to-day operations of transportation’s school bus route operations. Leads the planning, development, implementation, and evaluation of the transportation operations program in compliance with federal, state, and local regulations and consistent with Baltimore County Public Schools (BCPS) Policies and Superintendent Rules . Assists with fiscal issues related to operations, strategic planning and the safe, efficient, and effective utilization of resources with a focus on continuous improvement. Leads and manages the effective communication to stakeholders. Responsible for overall team and individual team member performance relative to the implementation of school bus routes and operations.

Responsibilities
• Leads, manages, and supervises transportation operations with a focus on continuous improvement to include the safe, efficient, and effective day-to-day bus route operations and strategic planning. Oversees the assignment of routes for all bus drivers and bus attendants.
• Analyzes daily bus routes and bus stops for safety, efficiency, and compliance on a continuous basis. Continually reviews non-transported areas for safety.
• Collaborates and makes recommendations to the director related to the strategic planning, development, implementation, and monitoring of program policies and procedures.
• Leads and manages the special education and homeless population transportation services team. Recommends and maintains special service transportation for special education and homeless populations consistent with federal and state requirements.
• Leads and manages routing for all eligible students, including displaced students and students with disabilities.
• Leads and manages the effective communication to stakeholders regarding daily operations and school bus changes and delays.
• Assists the director in recommending and maintaining student transportation eligibility standards for general education students and field trip/event transportation.
• Collaborates with the director and managers to evaluate professional staff.
• Manages operations assignments for Senior Operations Supervisors, Field Representatives, Dispatchers, and Routing Assistants.
• Serves as transportation leader in emergency situations (i.e., missing children, bus accidents, school closures, etc.).
• Serves as transportation leader on the Baltimore County Public Schools’ Critical Incident Response Team (CIRT).
• Identifies and analyzes sources of data to generate reports that support daily operations, strategic planning, and continuous improvement.
• Supports the Department of Purchasing in the management of contracts and relationships with the transportation school bus contractors and alternative student transportation vendors.
• Serves as liaison for school bus contractors and alternative student transportation vendors. Leads and manages annual school bus contractors and alternative school vehicle transportation providers performance reviews.
• Serves on various committees and workgroups to support system initiatives such as, new schools, school renovations, and school relocations, including redistricting efforts and related impact studies.
• Manages summer, after-school, and weekend programs/initiatives that require school bus transportation.
• Collaborates with the Office of Law for the review of transportation related Board Policies and Superintendent Rules.
• Collaborates with the director, transportation leadership team, and fiscal staff in the development of the budget. Manages expenditures, monitors projections and year-end closings for the operations unit, and special education / homeless population services.
• Liaison with Human Resources regarding transportation operations’ personnel matters in compliance with Board of Education policies, employee master agreements, and applicable laws. Provides oversight and leadership for labor relations matters, staffing levels, and decisions related to hiring, promotions, and separations of operations personnel.
• Collaborates with the director to schedule and execute after-hours, weekend, and holiday on-call assignments.
• Leads and manages professional learning for Senior Operations Supervisors, Field Representatives, Dispatchers, Routing Assistants, and Bus Drivers.
• Manages and tracks data regarding bus route assignments and personnel vacancies.
• Leads the operations team in establishing the opening and closing times for each school.
• Collaborates with the director to develop and implement procedures for inclement weather and emergency conditions. Makes recommendations regarding school closings and delays.
• Collaborates with the director to review bus stop and transportation service appeals.
• Identifies and provides training and professional development to ensure continuous improvement, customer service, and ability to adapt efficiently and effectively to changing regulations and industry standards.
• Develops and maintains positive public relations programs and expeditiously responds to requests and inquiries. Develops collaborative relationships with internal and external partners and stakeholders to support safe, efficient, and compliant daily operations and strategic planning.
• Performs other duties as assigned.

Qualifications

Education, Training and Experience:
• Graduation from an accredited college or university with a bachelor’s degree.
• Six years of progressively responsible experience in the field of transportation management, four years of which were at the supervisory level.

Note: Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to perform effectively in the position may be considered.

Licenses And Certificates
• Candidate must possess a current, valid State of Maryland drivers’ license and satisfactory driving record.
• Possession of a valid commercial, class B Maryland driver's license or an equivalent is required within six months of hire. (The class B license may require endorsements and/or the absence of certain restrictions.)

Knowledge, Skills, And Abilities
• Thorough knowledge of the principles and practices of K-12 student transportation management including both public owned and privately contracted programs.
• Knowledge and understanding of efficient, safe practices that result in effective school transportation operations.
• Knowledge of school bus route design, development, and implementation.
• Knowledge of the local street and road system.
• Knowledge of traffic and highway safety rules and regulations, and of the precautions necessary to avoid accidents.
• Knowledge of the laws, rules, regulations, policies and guides that govern school transportation. Knowledge of laws, codes, and regulations pertaining to student transportation.
• Knowledge of the principles and practices of supervision including labor relations with collective bargaining units.
• Knowledge of administering operating budgets.
• Knowledge of technological applications in the industry and general office management.
• Skill in managing transportation operations, including day-to-day and forward-thinking strategic planning.
• Skill in planning, supervising, and evaluating the work of others including administering a progressive discipline program and planning and implementing training and professional development.
• Skill in administering transportation related goods and services contracts.
• Skill in communicating effectively with individuals and groups with varying interest and backgrounds.
• Knowledge of and skill in the use of database, internet, spreadsheet, word processing, and industry-related applications.
• Knowledge of and skill in data analysis.
• Ability to effectively adapt operations to changing regulations and other variables, with a focus on efficiency, safety, and effectiveness.
• Ability to maintain confidential information.
• Ability to analyze data to recommend and implement program improvements.
• Ability to quickly assess and mitigate critical incidents.

Physical And Environmental Conditions

The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities. Work of this class involves regular travel to sites throughout Baltimore County.

Conditions Of Employment

Persons appointed to this classification are designated as Essential Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency.

Employee will be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules will include nights and may include weekends.

FLSA: Exempt

RETIREMENT: Eligible for the Baltimore County Employees’ Retirement System.

GRADE: OPE - Grade 10

SALARY: $103,610 - $166,646

OTHER COMPENSATION: Position may be eligible for relocation bonus, extra duty activities pay, or other student activities pay as defined in the applicable Bargaining Unit Agreement.

Pre-Employment Requirements
• All people employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109.
• Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
• If you have military experience, you will be asked to provide a copy of DD214.
• Official transcripts will be required upon hire and must be sent via e-script/clearinghouse from your university.
