S upports the school system’s Blueprint for Maryland’s Future implementation by overseeing the collection, analysis, and reporting of key performance data. This position is responsible for ensuring data integrity, timely submission of reports, and meaningful interpretation of analytics to drive strategic decisions. In addition, the role includes collaborative work with the Community College of Baltimore County (CCBC) to support dual enrollment initiatives, including tracking participation and managing billing processes. Ensures that all initiatives support the system-wide goals identified in the Baltimore County Public Schools (BCPS) strategic plan .Performs other duties as assigned.

Responsibilities

EXAMPLES OF DUTIES:

• Oversee the development and maintenance of dashboards and reporting tools aligned with Blueprint for Maryland’s Future pillar 3 goals and metrics.
• Collect, analyze, and report data related Blueprint priority areas.
• Coordinate the timely submission of data reports in collaboration with stakeholder partners.
• Ensure compliance with Blueprint funding requirements and contribute to funding justification through data reporting.
• Serve as the school system’s liaison with CCBC for all dual enrollment matters.
• Track student participation in dual enrollment courses, ensuring accuracy of records and compliance with eligibility criteria.
• Manage billing processes between the school system and CCBC, including validation of tuition, fees, and reimbursements in accordance with state Blueprint regulations
• Analyze and report on the effectiveness and equity of dual enrollment programs.
• Work closely with district leadership, school-based staff, and CCBC to align initiatives and ensure data-informed decision-making.
• Develop presentations, reports, and briefings for internal and external audiences.
• Support Blueprint implementation planning through data modeling and scenario analysis.
• Identify trends and recommend actionable strategies for program improvement.
• Evaluate the performance and the professional growth and development of the personnel that report to the Office of College, Career, and Technical Education, including Career Navigators.
• Partner with the Community College of Baltimore County and University of Maryland System Schools to provide students with Early College Access Programs.
• Maintain and expand partnerships with colleges and universities to increase students’ college awareness experiences.
• Collaborate with the Office of Communications in conveying the goals of Early College Access programs as well as student achievement data results to parents and the community .
• Assist to develop and lead professional development for teachers and career navigators on college and career readiness. Provide principals and school administrators with an overview and guidance regarding college and career readiness.

Qualifications

Education, Training, and Experience:

Graduation from an accredited college or university with a master’s degree. Five years’ teaching at the secondary level.Educational leadership/management experience is preferred.

Licenses And Certificates

Possession of a Maryland Educator Advanced Professional Certificate in an area appropriate to the assignment with an Administrator I endorsement.

OR

Possession of, or eligibility for, a Maryland Educator Advanced Professional License in an area appropriate to the assignment and Administrator I Licensure.

Knowledge, Skills, And Abilities

Knowledge of Blueprint for Maryland’s Future, Blueprint related legislation, funding, and reporting requirement.Deep understanding of educational data systems as well as the use of database, internet, spreadsheet, word processing, and related applications.Knowledge of and skill in data analysis. Demonstration of outstanding oral and written communications skills.Demonstration of strong leadership, management, and human relations skills. Ability to interpret complex data and convey findings to non-technical audiences.

Physical And Environmental Conditions

The work of this class is generally sedentary and performed in an office environment.Work includes the operation of office equipment, including personal computers, and occasional limited physical activities.

OTHER COMPENSATION: Position may be eligible for relocation bonus, extra duty activities pay, or other student activities pay as defined in the applicable Bargaining Unit Agreement.

Pre-Employment Requirements

• All people employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109.
• Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
• If you have military experience, you will be asked to provide a copy of DD214.
• Official transcripts will be required upon hire and must be sent via e-script/clearinghouse from your university.
• Some positions will require employees to undergo a physical examination and/or drug testing.
