The 1203 Personnel Technician will report to the Senior Leaves Analyst and be a part of the Leaves Team within the Human Resources Department. Under general direction, performs a variety of technical and clerical duties in support of leave-of-absence administration.

Essential functions include assisting with organizing and compiling documents, materials, and data related to leave of absence requests; processing personnel actions in accordance with Civil Service rules and applicable laws, policies, and procedures; responding to inquiries and communicating with employees and internal teams to provide and receive leave-related information; reviewing reports and correspondence for completeness and routing or processing items in accordance with established procedures; entering, updating, and maintaining data in HR systems and databases related to leave activities; and providing administrative support for projects and assignments.

Essential Duties

As the Personnel Technician, you will:
• Serve as the Tier I point of contact for Disability & Leave Services by providing outstanding customer service and responding to routine inquiries regarding leave of absence, workplace accommodations, return-to-work processes, and related Human Resources programs using established procedures, reference materials, and approved communications.
• Support the administration of employee leave of absence, disability accommodation, return-to-work, temporary modified duty, ergonomic, and related Disability & Leave Services programs in accordance with applicable federal and state laws, Civil Service Rules, collective bargaining agreements, District policies, and established procedures.
• Receive, review, log, assign, and coordinate intake for leave, accommodation, and return-to-work requests; manage workflow queues and route cases to the appropriate Analyst or Senior Analyst in accordance with established guidelines.
• Coordinate administrative workflow by monitoring case activity, tracking routine deadlines, scheduling appointments and meetings, facilitating document collection, and maintaining communication with employees, supervisors, and internal partners throughout the administrative process.
• Enter, update, maintain, and verify employee information in Human Resources, payroll, leave management, and other information systems; ensure records are complete, accurate, and maintained in accordance with established procedures.
• Review leave, accommodation, and related documentation for completeness and accuracy; notify employees of missing information using approved communications and escalate matters requiring policy interpretation, eligibility determinations, or case analysis to an Analyst or Senior Analyst.
• Process routine leave and personnel transactions, complete standardized leave-related forms, and maintain confidential employee records in accordance with established procedures and applicable privacy requirements.
• Prepare recurring reports, maintain operational dashboards and case tracking systems, and compile data to support workload management, compliance reporting, and operational decision-making.
• Coordinate workshops, webinars, orientations, and other program activities related to Disability & Leave Services, including scheduling, communications, and administrative support.
• Collaborate with Payroll, Benefits, Staffing, Workers' Compensation, Employee Relations, and other District departments to coordinate routine administrative activities and support efficient service delivery.
• Support Analysts and Senior Analysts by coordinating workflow, organizing records, preparing case materials, maintaining tracking systems, and performing other technical and administrative activities that facilitate effective case management.
• Maintain strict confidentiality of employee information and comply with applicable privacy laws, District policies, and established procedures governing personnel and medical records.
• Identify issues requiring Analyst or Senior Analyst review and promptly escalate matters involving policy interpretation, eligibility determinations, accommodation analysis, medical restrictions, legal compliance, or other issues requiring independent judgment.
• Perform other related duties as assigned.

The strongest candidates will have:
• Knowledge of San Francisco’s public schools/urban public schools and a passionate belief in SFUSD’s commitment to instructional leadership as a lever toward delivering on the SFUSD Graduate Profile
• Experience providing technical or administrative support within Human Resources, Disability Management, Leave Administration, Benefits Administration, Workers' Compensation, or a related employee services environment.
• Familiarity with applicable federal and state leave and disability laws and regulations, including the Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA), Pregnancy Disability Leave (PDL), and the Americans with Disabilities Act (ADA).
• Experience working in a public sector, education, healthcare, or other highly regulated and/or unionized environment.
• Demonstrated ability to coordinate multiple work assignments, manage competing priorities, and maintain organized, accurate, and timely work in a fast-paced environment.
• Strong attention to detail with a commitment to data accuracy, records management, and maintaining the integrity of Human Resources information systems.
• Experience using Human Resources Information Systems (HRIS), case management systems, or other enterprise database applications to enter, maintain, retrieve, and report information.
• Strong organizational, analytical, and problem-solving skills with the ability to identify routine issues, apply established procedures, and appropriately escalate matters requiring additional review or analysis.
• Excellent customer service and interpersonal skills with the ability to communicate professionally and effectively with employees, supervisors, and colleagues while maintaining confidentiality and discretion.
• Effective written and verbal communication skills, including the ability to explain administrative processes clearly and provide consistent information using established procedures, templates, and reference materials.
• Ability to work collaboratively across departments and build effective working relationships within a complex organization.
• Demonstrated initiative, adaptability, and a continuous improvement mindset, with the ability to quickly learn new systems, processes, and changing operational requirements.
• Strong computer skills, including Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint), Google Workspace (Docs, Sheets, Slides, Forms), and other technology used to support Human Resources operations.

Minimum Qualifications

Two (2) years of verifiable experience performing complex technical or clerical duties in a human resources environment; AND ability to type/keyboard 40 words per minute.
