Reports To: Director

Job Location: On-site; El Paso, TX

Hours: 40 hours per week, standard Monday- Friday 8:00am- 5:00pm, flexibility is required on evenings and weekends

FLSA status: Exempt

Earliest Start Date: As soon as possible.

Salary: $45,000 annually, commensurate with experience.

Position Summary

U nder general supervision and with limited latitude for the use of initiative and independent judgment, serves as the MSSC Benefits Education Manager with complete oversight of all UTEP military-affiliated students’ education benefits processing. This includes managing the Department of Veterans Affairs school certifying officials, Hazlewood exemption policies, as it is processed with UTEP financial aid. Aids veterans, active-duty service members, and their dependents through interpretation of university procedures, federal and state laws, pertaining to veterans, their heirs, or beneficiaries.

Statement Of Duties And Responsibilities

Manages all full-time MSSC Benefit (Admission) Counselor I & II positions, training and hires.

Manages the department daily operations of student in-take and customer service,

Coordinates efforts between VPSA/VPBA processing departments including Financial Aid, Admissions, Scholarships, Records & Registration, and Student Business Services.

Ensures residency, military transcript, coding, and invoicing processes are streamlined through necessary department channels.

Improves efficiencies in processing procedures in support of how students request certification and the paperwork that is required.

Provides advising counseling for military-affiliated students and serves as a Liaison to the Advising Center staff and College Advisors.

Processes all incoming Hazlewood applications/certifications, verifies eligibility, ensures necessary documents are submitted, calculates tuition and fees, and performs data entry as necessary via Perceptive Content, Banner, and Hazlewood database.

Maintains knowledge of policies and regulations governing the administration of the state Hazlewood exemption.

Assists in processing incoming VA certifications, ensures necessary documents are submitted, and performs data entry as necessary for all education benefits via Perceptive Content and Banner.

Maintains knowledge of various VA benefits and services available and regulations governing their administration.

Reports grade changes, final grades, suspension/probation status, and graduation to the Department of Veterans Affairs for all VA benefit users.

Processes incoming VA debt letters in collaboration with Student Business Services.

Provides assistance to veterans/active duty/dependents in securing VA, Hazlewood, and Tuition Assistance benefits due and monitors programs to ensure veterans are receiving all benefits entitled to.

Answers questions in person, over the telephone, and email regarding program policies, practices, and operations.

Provides all military-affiliated students with benefit counseling, coordination of services, and policy advocacy.

Prepares or assists military-affiliated students in preparation of appropriate benefits claim forms and other documentation.

Assists in resolving problems encountered by military-affiliated students by searching out information as necessary.

Composes, prepares, proofreads confidential correspondence, reports, and other complex documents; files correspondence and other reports; acts as custodian of university documents and records.

Tracks, reports, reviews, and evaluates statistical data for accuracy and trends and makes needed corrections to report parameters.

Creates and monitors courses/classes and processes grades on federal military benefits Tuition Assistance portals as needed.

Assists with external state/federal audits, including preparation of files for auditors’ visits.

Organizes, conducts, and participates in receptions, college fairs, education benefits briefs, workshops, and other special programs.

Conducts campus tours and assists with orientation sessions for new students, transfer students, and parents.

Assists with the development of promotional materials.

Aids in the training of new full-time and student hires within the department.

Serves as liaison to University departments or administrative areas as well as representing the Fort Bliss office when needed.

Knowledge of all Microsoft Office software and able to learn and use institutional software systems.

Possibility of nights and weekends during peak enrollment time

Complies with all State and University policies.

Other duties may be assigned.

Supervisory Responsibilities: Manages responsibility of MSSC Admissions Counselors. Develops and leads training of Admission Counselors on processing obligations

Experience: Two years of experience, related to the statement of duties and responsibilities; or equivalent combination of education and experience.

The Military Student Success Center (MSSC) supports the academic and personal success of military-connected students, including veterans, active-duty service members, and their families. The center provides guidance on accessing and navigating educational benefits, along with resources that help students stay on track and progress toward their degree. MSSC works closely with campus partners to connect students with services that support academic achievement, career readiness, and overall student success. Through individualized assistance and coordinated support, the center helps students effectively manage their educational goals from admission through graduation.
