EDUCATION AND EXPERIENCE :
Bachelors Degree
Five years teaching experience in Special Education
CERTIFICATION :
Valid Texas Teaching Certificate with Special Education Endorsement
High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.
PRIMARY PURPOSE SUMMARY :
Implements and facilitates districtwide special education processes and procedures. Collaborates with other professionals to support instructional initiatives Admission, Review, Dismissal (ARD) processes, and compliance mandates. Builds communication with parents, staff and community to assist and support students who are experiencing barriers to success. Collaborates with community partners to provide outreach opportunities to support students with disabilities. Coaches, models, and collaboratively teaches alongside special education and/or dyslexia teachers recommended for assistance by campus administrator, Director of Special Education, and/or Program Coordinator.
IDEA-B FORMULA FEDERAL FUNDED POSITION:
The purpose of IDEA-B is to provide special education and related services to children with disabilities ages 3-21. The regulations implementing IDEA-B define the purpose of the act as a means to do the following:
• Ensure that all students with disabilities have available a free, appropriate public education (FAPE) that includes special education and related services to meet their unique needs
• Ensure that the rights of students with disabilities and of their parents are protected
• Assist states and localities in providing for the education of all students with disabilities
• Assess and ensure the effectiveness of efforts to educate those students
ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:
1. Assists teachers with strategies, interventions, and accommodations in core content areas for students with disabilities receiving special education and/or dyslexia services in a way that ensures that IEPs are appropriately developed and implemented.
2. Supports the implementation, monitoring, and/or evaluation of assigned programs for elementary and secondary education, curriculum, and/or instructional support, and ensures that assigned programs are efficiently and effectively administered.
3. Utilizes campus data to help teachers determine appropriate services and support for students in need of additional core instructional support in class or to provide specific instructional interventions. Disaggregates data to look for trends to help focus instruction.
4. Supports personnel in meeting objectives, functions and procedures pertaining to the ARD process. Provides assistance for teachers in developing IEPs/ IAPs and accommodations to support progress in the enrolled grade level curriculum.
5. Supports and participates in meeting the objectives of the campus/department improvement plans.
6. Works in a collaborative manner with the Special Education staff to analyze data and plan support for student/campus needs.
7. Provides technical support regarding ARD meetings and supports personnel in compiling and reconciling lists, forms, and data requested by the Special Education office (i.e. transportation, PEIMS, ESY, etc.).
8. Supports special education and/or dyslexia teachers in implementing effective instruction that will strengthen STAAR readiness and success on potentially more rigorous selected assessments.
9. Completes written reports, required forms, and inter departmental communication in a timely and accurate manner. Articulates the District initiatives and goals to campus staff and administration that support students receiving services in special education and/or dyslexia.
10. Encourages and provides for systematic communication among special and general education personnel with respect to ARD meetings and decisions, IEPs, modifications needed in the general education setting, relevant instructional concerns and progress, and schedules.
11. Attends District meetings and training and provides follow up training at campus level for implementation as determined by campus needs. Works cooperatively with special education and/or dyslexia teachers to modify curricula as needed for students according to guidelines established in the Individual Education Plan (IEP).
12. Participates in professional development that increases effectiveness and improves District performance. Assists teachers to develop and implement lesson plans that fulfill the requirements of the student’s IEPs to reflect accommodations/ modifications for students with disabilities.
13. Provides professional development through training and coaching regarding the ARD process, instructional strategies and interventions, program updates, and compliance mandates. Assists teachers to plan and use appropriate instructional and learning strategies, activities materials, and equipment that reflect understanding of the needs of students assigned.
14. Supports the administration of state-mandated testing at campuses in compliance with state and federal guidelines.
15. Analyzes critical needs in assigned areas and works collaboratively to implement and improve programs. Assists teachers to create classroom environment conducive to learning and appropriate for the physical, social, and emotional development of students.
QUALIFICATION REQUIREMENTS
• General knowledge of special needs of students in assigned area
• General knowledge of Admission, Review, and Dismissal (ARD) Committee process and Individual Education Plan (IEP) goal setting process and implementation
• General knowledge of curriculum and instruction
• Ability to read, analyze, and interpret the most complex documents
• Familiarity with current IEP development software
• Familiarity with current data management system
• Valid Texas Driver's License with a driving record that meets the requirements of the District
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to stand; walk; use hands to finger, handle, or feel and reach with hands and arms. The employee is occasionally required to sit and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 50 pounds. The employee may be required to assist in lifting and positioning students with physical disabilities; control behavior through physical restraint; and assist non-ambulatory students.
WORK ENVIRONMENT:
While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions; outside weather conditions and risk of electrical shock. The noise level in the work environment is usually moderate. Exposure to biological hazards.
