Position Summary: The Office of Nonpublic and Charter Schools (ONPCS) is responsible for approximately 857 Nonpublic schools and approximately 200,000 students throughout all five boroughs of New York City. ONPCS works collaboratively with City Hall, New York State Department of Education, various religious leaders, school leaders, elected representatives, the standing committee members as well as community members from diverse religious and cultural and linguistic backgrounds. ONPCS is responsible for more than $300 million dollars in federal funding in support of ESSA and across Title I, Title II, Title III, and Title IV programs as well as the $46 million dollars in allocations for the Smart Schools Bond Act and the more than $2 million dollars in NYSTL allocations. ONPCS ensures all eligible students receive services in alignment with state and federal guidelines and with timely and meaningful collaboration with the Standing Committee.

The Senior Director of Budget and Human Resources supports the Chief Executive, Deputy Chief of Operations, Senior Executive Director of Operations, and Executive Director of Operations in coordinating the provision of budget and human resources related support to ONPCS. The position will supervise the ONPCS budget and human resources staff to provide nonpublic schools with differentiated strategic and operational support in implementing funded programs, including budget planning and management, expenditure analysis, third party contractors staff, employee communications and personnel matters such as timekeeping, data tracking, and reporting. The Senior Director interacts at a high level with instructional and operations management in Central and the ONPCS office and resolves difficult and exceptional budget and personnel problems. Performs related work.

Reports to: Executive Director of Operations

Direct Reports: Director of Human Resources

Key Relationships: Division of Finance and Division of Human Resources. Works collaboratively with ONPCS staff, Superintendents, Affiliation teams, School Officials, Standing Committee Members, Central Human Resources and Budget offices, and other key New York City Public Schools (NYCPS) personnel. Additionally, the Senior Director works with the Standing Committee to ensure nonpublic schools supported by ONPCS receive high quality, targeted transactional support and guidance.

Responsibilities

Budget

• Supports the Executive Director of Operations in the implementation of budget policy and procedures across nonpublic schools Citywide.
• Coordinates and conducts expenditure analysis of approximately 857 nonpublic schools across the 5 boroughs on a monthly basis.
• Works closely with local religious and independent schools to communicate and maintain information related to Funded Programs and instruction.
• Supports ONPCS teams in matters related to budget planning for grant applications which includes Title I, II, III & IV funding.
• Collaborates with ONPCS team members to resolve issues and communicate relevant information expeditiously.
• Assists the Executive Director of Operations with generating monthly reports and budgetary analysis of schools, e.g., unscheduled lump sums, school OTPS balances, FAMIS discrepancies, and reporting requirements related to human resources, OTPS administration, and purchasing.
• Supervises the fiscal component of grant implementation and provides support to the Division of Finance.
• Works closely with the Executive Director in developing financial policies and guidelines.
• Supports the Deputy Chief of Operations, Senior Executive of Operations, and Executive Director of Operations in the consistent implementation of purchasing policy and procedure for regional purchasing, including RFP, exception to bid and SOPM compliance.
• Manages all compliance related implementation and reporting requirements related to purchasing and OTPS administration.
• Serves as an advisor for the Chief Executive, Deputy Chief of Operations, Senior Executive and Executive Directors of Operations on issues related to budget, human resources, business practices, and related NYCPS policies and procedures.

Human Resources

• In conjunction with the Executive Director, supervises the Director of Finance and HR and operations team in ONPCS.
• Manages the oversight of Third Party Contracted Vendors, Nonpublic superintendents, Standing Committee Members, Nonpublic School principals and other key instructional and operations staff, in order to identify school level human resources needs and provide high quality, differentiated support to schools to address those specific needs.
• Oversees and directs the Director of Finance in supporting nonpublic schools and their leaders to staff schools with Title program.
• Supports the efficient and effective operation of personnel procedures including hiring, onboarding, excessing, terminating, and disciplinary processes.
• Utilizes and prepares appropriate statistical data and reports and tools to identify areas of need, determine work plans and actions, track progress and evaluate the effectiveness of efforts.
• Ensures compliance with established procedures for position control; oversees the maintenance of records on all personnel transactions and evaluations.
• Resolves payroll issues regarding new hires, separations, transfers, and leaves from staff.
• Develops job descriptions in accordance with civil service law and prepares per session advertisements.
• Works with Central HR on all personnel policies and procedures and acts as a point person for HR matters with ONPCS and its affiliated schools.

Professional Development

• Assists in developing and implementing training programs for ONPCS staff and other appropriate staff.
• Conducts regular performance evaluations and provides constructive feedback to staff.
• Promotes continuous improvement and innovation in operational practices.

Qualification Requirements

Minimum

• A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
• A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
• Education and/or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above.

Preferred

• Advanced degree in business, public or education administration.
• Managerial, administrative or supervisory experience of professional staff in the fields of finance, business, budget, human resources, public administration or a related field.
• Expert knowledge of NYCPS policies and procedures related to all aspects of fiscal and human resources policy and procedures.
• Knowledge of staffing needs for various types of schools.
• Ability to work effectively with employees at a variety of levels.
• Well developed strategic thinking and planning skills.
• Strong communication skills.
• Computer proficiency.

Salary: $130,151 - $175,000

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
