Position Summary: The Office of Teacher Recruitment and Quality (TRQ) is responsible for the recruitment of high-quality teachers to meet the staffing needs of New York City Public Schools (NYCPS) and programs, as well as being responsible for initiatives to promote the equitable and quality distribution of teachers across all schools. Research has repeatedly shown that teacher quality is the single most important variable in raising student learning. The Office accomplishes its work through a strategic, data-driven approach. Among TRQ’s responsibilities are to:
• Serve as the primary marketing agent and source of information to individuals seeking to become NYCPS teachers, to recruit a large, high-quality, and diverse pool of candidates.
• Design and manage recruitment initiatives, programs, and pathways for individuals to become NYCPS teachers, especially to address subject and geographic shortage areas.
• Select a high-quality pool of candidates to become teachers through rigorous, research-driven, screening processes.
• Provide strategic assistance to schools to help them make optimal local hiring decisions.
• Lead teacher portfolio initiatives, including incentives, to promote an equitable distribution of teachers across all schools, and especially to ensure that students with the greatest need are served by highly effective educators.
The External Partnerships & Engagement Team within TRQ works to develop and maintain strategic and mutually beneficial relationships with external organizations to support teacher recruitment and retention for NYCPS. This involves working closely with our university-based teacher preparation programs and other key external stakeholders (UFT, NYSED) to ensure robust, cohesive, and strategic partnerships grounded in shared goals, aligned priorities, and collaborative projects that directly impact student outcomes.
The team seeks a Director for External Partnerships & Engagement. This person will lead the team’s external partner engagement strategy with a focus on university partners. This includes overseeing all data, systems, communications, and evaluations of success. They will lead and implement strong communications to ensure aligned expectations, conduct needs assessments and establish strategic alignment in service of teacher recruitment and retention. The role will be responsible for designing sustainable and scalable partnership frameworks that allow NYCPS and partners to engage in a cycle of continuous improvement. The Director is responsible for the growth and development of the team and leads cross-team collaboration and decisions around resources, policies and decisions. The Director will manage a team of two full-time staff. Performs related work.
Reports to: Deputy Senior Director, External Partnerships & Engagement Team
Direct Reports: Community Coordinator and Consultants
Key Relationships: Staff within the Division of Human Resources and across NYCPS divisions/offices; deans, program coordinators, faculty, and field supervisors from local colleges and universities; other external agencies.
Responsibilities
• Build and maintain relationships with external partners to enhance the success of TRQ priorities across the recruitment-to-retention continuum, which includes the class size mandate and new teacher readiness.
• Lead strategy on university partnerships to ensure more new hires for NYCPS and improve the quality of teacher preparation.
• Develop and implement a robust framework for monitoring partnership progress and evaluating outcomes against established goals.
• Collect and analyze data to assess partnership effectiveness and inform decision-making.
• Own data and systems strategy and management, ensuring the collection, analysis, and use of data to monitor progress, inform decision-making, and drive cross-team continuous improvement aligned to the recruitment-to-retention continuum. Serve as team lead on the development of a live Data Dashboard.
• Promote a culture of continuous learning and improvement, using data to refine strategies and enhance partnership impact.
• Design and implement clear communications, shared accountability, and established roles and responsibilities within each external partnership.
• Develop project timelines, budgets, and success metrics for all external engagement initiatives. Create and track progress via project management tools.
• Manage cross-functional projects in collaboration with colleagues and on behalf of the Office of Teacher Recruitment and Quality.
• Design and deliver presentations for university audiences to communicate the priorities of NYCPS with regard to teacher preparation, teacher evaluation, new teacher readiness and instructional priorities.
• Manage two full-time team members and part-time consultants, as available.
• Support the Deputy Senior Director and Senior Director in managing key initiatives and strategic planning efforts.
• Track progress toward team and organizational goals, identifying risks and developing mitigation strategies with the leadership team.
• Partner with team leads to ensure that workstreams align with TRQ’s priorities.
Qualification Requirements
Minimum
• A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
• A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
• Education and/or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above.
Preferred
• Eight or more years of experience as described above.
• Skilled in building strong relationships, with the ability to build investment of people without formal supervisory relationships.
• Exemplary problem-solving skills and the ability to mediate complex relationships.
• Attention to detail and strong organizational skills.
• Exemplary spoken and written communication skills.
• Project management experience, including goal setting and tracking, project planning, and implementation.
• Prior experience working with NYCPS and knowledge of NYCPS teacher recruitment and staffing.
• Ability to navigate complex stakeholder environments (universities, unions, state agencies).
• Data-driven approach to measuring partnership impact on recruitment/retention metrics.
• Understanding of teacher certification processes, NYSED requirements, teacher shortage challenges and innovative recruitment strategies.
Salary: $110,969, - $122,066
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
