POSITION DUTIES
This is a professional position responsible\r\nfor supporting the agency’s progress toward its mission by assisting in the\r\ndevelopment and execution of the agency’s research agenda, evaluating the\r\nimplementation and outcomes of agency programs, describing and analyzing agency\r\ndata, and conducting and/or facilitating large-scale empirical research. The\r\nposition will also support local education agencies to do the same and provide\r\ninternal data analysis and research support for the agency’s offices and divisions\r\nto promote data- and evidence-driven decision-making.\r\n \r\nDuties include:\r\n\r\n Access, collect, describe, and\r\n analyze data for use in decision-making by the agency and State Board of\r\n Education.\r\n Design and execute projects from\r\n the agency’s research agenda by developing research questions and\r\n appropriate study design/methodology.\r\n Coordinate with external research\r\n partners by evaluating external research requests.\r\n Write\r\n reviews of extant research on a variety of education-related topics.\r\n Evaluate\r\n research on educational programs, activities, and interventions to\r\n determine whether research meets standards of quality and rigor.\r\n Provide\r\n data and research to support initiatives run by the agency’s other offices\r\n and divisions.\r\n Conduct\r\n data collection, data analysis, empirical research, and/or program\r\n evaluations on behalf of or in collaboration with local education\r\n agencies.\r\n Provide\r\n training and technical support to local school systems such that they can\r\n conduct data collection, data analysis, empirical research, and/or program\r\n evaluations.\r\n\r\n
MINIMUM QUALIFICATIONS
Education: A Master’s degree or the equivalent of 36\r\ncredit hours of post-baccalaureate course work from an accredited college or\r\nuniversity. Coursework in statistics, public policy or education is preferred.\r\n \r\nExperience: Five\r\nyears of administrative or teaching experience in, or affiliated with, an\r\neducation program; including two years of experience working as a\r\nlead researcher in the field of education.\r\n \r\nNotes:\r\n \r\n1. Candidates may substitute a Bachelor’s\r\ndegree and 6 years of experience directly related to the position option for\r\nthe required education.\r\n \r\n2. Candidates may substitute the possession of\r\na Doctorate degree from an accredited college or university in a field related\r\nto the position option for one year of the required experience.\r\n \r\n3. The required field of education and\r\nexperience are unique for each option and are established by MSDE in accordance\r\nwith Education Article, Section 2-104 of the Annotated Code of Maryland. The\r\nspecific education and experience qualifications for each position are on\r\nrecord in the Office of Human Resources Services.\r\n \r\n4. Candidates may substitute U.S. Armed Forces\r\nmilitary service experience as a commissioned officer in Education Program\r\nclassifications or Education Program specialty codes in the Education field of\r\nwork on a year-for-year basis for the required experience and education.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to\r\napplicants who possess the following preferred\r\nqualification(s). Include clear and specific information on your\r\napplication regarding your qualifications.\r\n \r\n\r\n\r\n Experience summarizing and presenting research results to a\r\n variety of audiences.\r\n Experience in project design, data collection, data analysis and\r\n reporting.\r\n Proficiency in statistical analysis software (R, SAS, or Stata,\r\n etc.)\r\n\r\n\r\n
SPECIAL REQUIREMENTS
