Main Purpose of Job
This contractual position provides strategic direction in education data collection management to ensure delivery of the Department’s data and reporting needs under the Every Student Succeeds Acts (ESSA), Elementary and Secondary School Relief (ESSER), and the Blueprint for Maryland’s Future; provides technical expertise to support the development, coordination, implementation, and maintenance of the Department’s data collection and reporting program; provides leadership in the communication of policies, procedures, and guidelines to internal and external stakeholders to support the education compliance information management program.\r\n
POSITION DUTIES
Provides management, analysis, and reporting of education data. Acquires education data from the MSDE Office of Performance Reporting and Accountability data warehouse; designs, creates, and manages datasets using SAS (Statistical Analysis Software); writes SAS programs to organize and clean data acquired by local school systems to create valid datasets; analyzes data; interprets and summarizes data analysis findings through written reports; supports accountability data analysis and reporting; prepares datasets and reports in response to legislator and general public inquires. \r\n
MINIMUM QUALIFICATIONS
EDUCATION: Possession of a Master’s Degree or\r\nequivalent 36 credit hours of post-baccalaureate course work from an accredited\r\ncollege or university.\r\nEXPERIENCE: Four (4) years of\r\ndata collection, management and analysis experience. Experience in or\r\naffiliated with an education program is preferred; this experience to include\r\nproviding technical assistance related to the collection of education related\r\ndata. Knowledge of analytical or reporting tools such as Tableau, PowerBI, and SAS\r\n(Statistical Analysis Software) is desired.\r\nNOTES:\r\n1. Candidates\r\nmay substitute two additional years of experience directly related to the\r\nposition option for the required education.\r\n2. Candidates\r\nmay substitute the possession of a Doctorate degree from an accredited college\r\nor university in a field related to the position option for one year of the\r\nrequired experience.\r\n3. The required\r\nfield of education and experience are unique for each option and are\r\nestablished by MSDE in accordance with Education Article, Section 2-104 of the\r\nAnnotated Code of Maryland. The specific education and experience\r\nqualifications for each position are on record in the Human Resource Management\r\nBranch of the Division of Business Services.\r\n\r\n4. Candidates may substitute U.S. Armed Forces\r\nmilitary service experience as a commissioned officer in Education Program\r\nclassifications or Education Program specialty codes in the Education field of work on a year-for-year basis for\r\nthe required experience and education.\r\n
SELECTIVE QUALIFICATIONS
One year experience\r\nwriting computer programs used for data cleaning, data management, and data\r\nreporting.\r\n

Knowledge\r\nof educational accountability programs; experience creating and managing data\r\ncollection systems; experience working with sensitive data; skill in data\r\nmanagement and analysis (SAS desired); skill in interpreting and summarizing\r\nresearch findings; skill in providing technical guidance to internal and\r\nexternal teams; skill in maintaining effective working relationships with\r\ninternal and external teams; skill in managing timelines and deadlines; ability\r\nto analyze complex program issues and to recommend solutions; ability to\r\ncommunicate clearly and effectively, both orally and in writing.\r\n

BENEFITS
\r\n\r\nContractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r\nLeave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r\n\r\n\r\n
