Main Purpose of Job
The Coordinator of Literacy Programs and\r\nInitiatives provides best-in-class program development, implementation, and\r\nsupport of highly effective prekindergarten through grade 12 programs and\r\ninitiatives aligned to the Maryland State Literacy Standards and evidence-based\r\npractices (i.e., Science of Reading; Structured Literacy; content knowledge\r\ndevelopment; etc.) to accelerate student performance in literacy across local\r\neducation agencies (LEAs) and early learning environments.\r\n
POSITION DUTIES
The\r\nCoordinator of Literacy Programs and Initiatives provides content expertise and\r\nday‑to‑day operational support across Pre‑K through grade 12 literacy and English Language Arts (ELA)\r\nprograms. This position helps develop and deploy research‑based resources and tools to assist Local Education Agencies\r\n(LEAs) in building and sustaining comprehensive literacy programs that elevate\r\ninstructional standards and expand equitable access to evidence‑based practices.\r\n\r\n\r\nDuties Include:\r\n\r\n\r\n Develops, implements, and monitors literacy initiatives aligned to\r\n State and National Standards and MSDE policies.\r\n Provides content expertise, policy guidance, and technical\r\n assistance to ensure LEAs meet literacy‐related. requirements under COMAR, the\r\n Blueprint for Maryland’s Future, and other state initiatives.\r\n Coordinates with internal MSDE offices (Early Childhood,\r\n Assessment, Research, Special Education, etc.) to ensure coherent\r\n interpretation and implementation of literacy policy and data requirements.\r\n Reviews and crosswalks local literacy plans, grant applications,\r\n and related submissions against\r\n MSDE policy\r\n requirements.\r\n Prepares summary reports and recommendations for leadership and\r\n the State Board. \r\n Proactively identifies implementation challenges, recommends\r\n solutions, and escalates issues to\r\n leadership when\r\n necessary.\r\n Serves as a point of contact for LEAs, responding to inquiries\r\n and connecting them with MSDE resources. \r\n Tracks LEA deliverables (e.g., literacy plans, reporting\r\n requirements) and maintain organized records of progress and compliance.\r\n Designs, facilitates, and evaluates professional learning for LEA\r\n literacy leaders, with an emphasis on translating policy into classroom\r\n practice and monitoring follow‐through.\r\n Maintains detailed project plans, meeting notes, and follow‐up\r\n actions to ensure accountability and continuity across MSDE teams and LEA\r\n partners.\r\n Drafts communications, memos, and reports as directed by the\r\n Executive Director.\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
Education: A Master’s Degree or\r\nthe equivalent of 36 credit hours of post-baccalaureate coursework in Education\r\nor a related area from an accredited college or university.\r\n\r\n\r\nExperience: Five (5) years of\r\nexperience administrative or teaching\r\nexperience in, or affiliated with Literacy, Reading and/or related\r\nprograms in prekindergarten through 12 settings. One year of this experience\r\nmust include supervising and/or coaching professional education staff.\r\n\r\n\r\n\r\nNotes: \r\n\r\n\r\n Candidates may\r\n substitute a Bachelor's Degree with 7 years of the specified content experience\r\n to satisfy the Minimum Qualifications noted above.\r\n Candidates may substitute the possession of a\r\n Doctorate degree from an accredited college or university in a field related to\r\n the position option for one year of the required experience.\r\n The required field of education and experience are\r\n unique for each option and are established by MSDE in accordance\r\n with Education Article, Section 2-104 of the Annotated Code\r\n of Maryland. The specific education and experience qualifications\r\n for each position are on record in the Human Resource Management Branch of the\r\n Division of Business Services.\r\n Candidates may substitute U.S. Armed Forces military\r\n service experience as a commissioned officer in Education Program\r\n classifications or Education Program specialty codes in the Education\r\n field of work on a year-for-year basis for the required experience and\r\n education.\r\n\r\n\r\n
SELECTIVE QUALIFICATIONS
One year of experience managing\r\nor leading Literacy, Reading and/or related programs in prekindergarten through\r\n12 settings.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
Preference\r\nwill be given to applicants who possess the following preferred\r\nqualification(s). Include clear and specific information on your\r\napplication regarding your qualifications.\r\n\r\n\r\n\r\n\r\n Active teacher\r\n certification in any state with experience as a classroom.\r\n Experience with the\r\n Science of Reading, Structured Literacy, or other literacy programs.\r\n Experience providing\r\n professional development and coaching to educators and/or administrators.\r\n Experience working in a\r\n fast-paced state or large district led initiative focused on increasing\r\n reading outcomes.\r\n Experience with assisting\r\n LEAs with developing procedures and systems.\r\n Experience producing\r\n documents and resources for LEAs, administrators, teachers, or\r\n family/communities.\r\n Knowledge of early\r\n literacy programs, the Maryland College and Career Ready Standards and the\r\n Maryland comprehensive Literacy Plan.\r\n Knowledge of curriculum\r\n and evidence-based instructional practices in English Language Arts and\r\n literacy. \r\n Knowledge of school improvement programs.\r\n Skill in implementing,\r\n monitoring, and evaluating education programs.\r\n Skill in developing and\r\n presenting professional learning programs\r\n Skill in monitoring and\r\n document grant financial activity.\r\n Skill organizing/ managing\r\n multiple tasks and timelines.\r\n Skill\r\n in implementing, monitoring, and evaluating education programs.\r\n Skill\r\n in developing and presenting professional learning programs.\r\n Knowledge\r\n of school improvement programs.\r\n Skill\r\n in monitoring and document grant financial activity; skill organizing/ managing\r\n multiple tasks and timelines.\r\n Ability to work as a team\r\n member to establish and maintain effective working relationships.\r\n Ability to communicate\r\n effectively, both orally and in writing.\r\n Ability\r\n to work as a team member to establish and maintain effective working\r\n relationships.\r\n Ability\r\n to communicate effectively, both orally and in writing.\r\n\r\n\r\n
SPECIAL REQUIREMENTS
