PART I: POSITION SUMMARY
Provides leadership, planning, coordination, and compliance management of the District’s athletic and school activities) program.
PART II: SUPERVISION AND CONTROLS OVER THE WORK
Serves under the guidance and administrative supervision of the Deputy Superintendent. Is held responsible for results in terms of effectiveness of planning, policies, and programs; and for contribution to and achievement of district goals and objectives. Work is guided by, and must be in compliance with, federal and state law, policy direction of the School Board, and compliance with state and local regulatory agencies.
PART III: MAJOR DUTIES AND RESPONSIBILITIES
Program Administration
• Oversees and directs High School Athletic Directors (Classified Administrative Staff) in the scheduling and managing of all school athletic events within the restrictions of district policies and procedures, the district calendar, and the length of each sports season and post season schedule. Includes the coordination by Athletic Directors with referees, officials, parent groups and with transportation to assure proper scheduling of buses and approval and supervision of trips. Athletic Directors coordinate scheduling of athletic venues within the school and coordinate with Facilities Management for rental, planning, and maintenance of athletic venues. Monitors and oversees High School Athletic Directors management of discretionary budgets including, but not limited to, gate receipts, employment of events workers, hiring and/or selection of coaches.
• Assures a clear understanding of state rules pertaining to athletics in the performance of athletic director duties. Assures a clear understanding of the District athletic philosophy and an understanding of the structure of the sports calendar. Develop and maintain standard operating procedures for each school sport.
• Serves as the district representative and committee member to the state athletic association and as the representative to King County Athletic Directors.
• Provides oversight of school Athletic Directors who recruit for, interview and select coaches for all sports as needed; assist coaches and activity supervisors in administration of sports; meet with coaches to discuss concerns and resolve problems; assist principals with orientation, instruction and observation of coaches and activity supervisors.
• Establish process and procedures and oversee student eligibility for sports and activities; interpret eligibility regulations; ensure adherence to all requirements.
• Plans, schedules, and chairs coach and school athletic director meetings. Communicate with all school assistant principals, activity coordinators and ASB staff on a regular basis throughout the school year to assure schedules and plans are updated, communicated, and understood, and to assure understanding of District policies and procedures.
• Develops and administers the athletic program budget assuring that expenditures are within the approved funding level and that all expenditures are properly documented and processed. Plans for and processes necessary documentation for the purchase of supplies, and for the purchase, repair, and maintenance of athletic equipment and supplies. Manages a program budget of approximately $5.4m consisting predominantly of supplemental pay and Maintenance, Supplies and Operating Costs (MSOC’s). Provides oversight of budgets and ASD funds administered by the school.
• Oversees a direct-report staff of four High School Athletic Directors and 2 support staff at the comprehensive high schools. Indirect oversight, through School Athletic Directors, of approximately 300 coaches and volunteers, and 200 Activity/Club advisors.
• Interprets provisions of the Collective Bargaining Agreement between the Bellevue Coaches Association and the District. May also serve as a member of the District negotiations team in collaboration with Human Resources.
Program Leadership
• Planning and Programming: Staying abreast of research on the changing nature of the profession and national, regional and local trends that may impact program areas. Participates in discussions on evolving demands and expectations and the impact those demands and expectations will have on assigned programs. Use forecasting tools and strategies to predict future needs. Anticipates and develops strategies and programs that respond effectively to anticipated needs and the changing profession.
• Financial Management: Advises the Deputy Superintendent on the financial implications of assigned programs. Administers programs within approved budget parameters including allocation of staff resources. Oversees and participates in evaluation of financial reports to assess program implementation and status. Maintains sound risk management and/or internal control over program assets.
• Policy Implementation: Recognizes the need for and formulates processes and procedures necessary to implement Board policies and program management goals and objectives and to assure effective operation of assigned programs. May interact with the Board Policy Liaison as requested. Establishes a system for periodic review of policies to determine when modifications are necessary to advance the goals of the department and to serve the overall needs of employees and managers and the organization.
• Program Direction and Staff Supervision: Oversees program management in all assigned areas. Assures that functions are performed effectively and coordinated to achieve a high level of integration and across programs functions. Approves operating practices essential to the development and delivery of quality programs and services. Recruits and assigns staff assuring that they possess and practice the values necessary to achieving the level of program delivery and customer service that is essential to a highly effective organization. Assesses, evaluates, and provides training and professional development of subordinate staff. Creates communication, collaboration and coordination processes that ensure all staff members are timely and effectively informed of policies, issues, and guidance that their programs are expected to support. Establish an environment in which all staff members are comfortable and forthcoming in sharing their ideas, needs and concerns, and in which the staff collaboratively work together to seek solutions and resolutions.
• Program Evaluation, Analysis and Feedback: Establishes a system of data collection and analysis that provides continuous assessment of program effectiveness and/or changing needs. At least annually, conducts a comprehensive assessment review of all programs to determine their level of effectiveness and contribution to the mission of the department and to identify problem areas, areas of high success, and areas in need of change. Prepare structured presentations for the Superintendent to share the program's evaluation results.
• Serves as first responder in emergency and after-hour situations.
Performs other duties as assigned.
Part IV: MINIMUM QUALIFICATIONS:

• Bachelor’s Degree or equivalent in Education.
• Minimum of five years of program management or leadership experience.
• Strong analytical and problem-solving skills and understanding of client-centered support and services.
• Excellent oral, written, presentation, and interpersonal communication skills.
• Ability to work both independently and cooperatively.
• Ability to organize work, set priorities, and meet deadlines. Ability to establish effective working relationships at all levels of the organization.
• Ability to remain calm, deliberate, and tactful in stressful and emotional situations.

• Experience as a school administrator or similar position.

Conditions Of Employment
$173,000 to $200,000 annual salary (Exempt), 40 hours per week, for a 260-day annual assignment. This position is covered by a collective bargaining agreement. Medical, dental, vision, long-term disability, and life-insurance eligibility is based upon 630 hours worked within a school year. Retirement provided through Washington State Department of Retirement Systems. Other benefits include vacation and paid holidays.
