EDUCATION AND EXPERIENCE :

High School Diploma or Equivalent

Five years' experience in law enforcement, military and/or organizational security, or other emergency management/operations role, OR experience in operational planning and management

Broad knowledge of school safety and security procedures and Texas school safety and security compliance requirements

CERTIFICATION :

Texas License to Carry firearm certification

High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.

PRIMARY PURPOSE SUMMARY :

Assists the Chief of Security and Safety in securing a positive climate at all district facilities by providing expertise concerning emergency management readiness, as well as strategic direction and leadership for the overall administration and coordination of the District’s Security and Safety program. Responsible for ensuring District complies with Federal, State, Local, and District's safety requirements. Responsible for assisting with school safety and security inspections, investigating school safety issues, conducting various types of security and safety training, and coordinates program management and supervision of Campus Safety Specialist staff. Works with other district departments and outside entities concerning emergency management readiness to include district wide incident response and emergency operations plan.

ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:

1. Provides coordination, support, and management of District Security and Safety programs, ensuring compliance with Texas Education Code requirements and various other initiatives and mandates.

2. Assists with the development, periodic review, and revisions of District Multi-Hazard Emergency Operations Plans (EOP), and related annex/appendices, as well as the development and implementation of District Security and Safety policies and guidelines.

3.Conducts Security and Safety audits and observations of all District campuses and facilities on a regular basis.

4. Assists with the development and implementation of Campus Safety Specialist (CSS) Program, and is responsible for the daily supervision, administrative management, equipment acquisition/property management, and training of CSS personnel.

5. Assists the Chief of Security and Safety, and acts as back-up authority, with Hiring Manager and Budget Manager responsibilities, to include various other Program Management duties such as grant funding application and project coordination/deployment.

6. Coordinates and monitors District emergency drill progress to ensure all drills are being conducted in a timely manner consistent with TEA requirements.

7. Ensures District compliance with TEA school safety standards and maintains working knowledge of local, state, and federal laws and regulations related to school safety.

8. Provides guidance and oversight to District leadership regarding TEA Intrusion Detection Audits, three-year cycle District Audit Reports, and four-year cycle District Vulnerability Assessments.

9. Identifies and documents observed compliance violations or safety concerns and prepares written reports for the Chief of Security and Safety, other District Executive staff, or members of the Board of Trustees.

10. Conducts various security and safety training for all District personnel.

11. Coordinates and participates in the District School Safety and Security Committee meetings to ensure compliance with Texas Education Code regulations.

12. Initiate or respond to and assist campus administration in the investigation and resolution of security related incidents and code of conduct infractions. Observe or otherwise obtain information from all relevant sources as part of incident investigation. Supports Safe and Supportive Schools Program (SSSP) and related campus Behavior Threat Assessments (BTA) activities.

13. Serves as NEISD contact and liaison with City of San Antonio and Bexar County Offices of Emergency Management, as well as other public safety related school or community organizations.

14. Participates in and represents District Security and Safety Department at Southwest Texas Fusion Center or other relevant emergency management conferences or meetings.

15. Maintains confidentiality of information and adheres to professional ethical standards.

16. Reports to work on time every day.

17. Performs additional duties and responsibilities as may be assigned.

QUALIFICATION REQUIREMENTS:

• Successful completion of pre-employment background investigation.

• Ability to obtain or successfully complete Texas Department of Public Safety School Safety Certification within six months after employment.

• Experienced in operational planning and management, demonstrating strong administrative skills in coordinating resources, implementing policies, and supporting organizational objectives

• Knowledge of emergency management and incident response procedures as they pertain to public safety, and experience in school safety compliance issues.

• Knowledge of Texas House Bill 3 requirements, Texas school safety standards, and other TEA school security and safety regulations.

• Ability to communicate clearly in English and prepare clear, concise, and grammatically correct correspondence.

• Demonstrated experience in reviewing documents such as policies and/or procedures, reports, etc. for quality assurance/compliance purposes.

• Proficient in the use of computer and computer related equipment with working knowledge or willingness to learn the use of general and specialized computer software programs (i.e., Databases, Maintenance, Project Management, Spreadsheet, Word Processing, Construction, Design, Internet, Contact Management, and Security applications).

• Ability to read, analyze, and interpret construction documents, general business periodicals, professional journals, technical procedures, and governmental regulations.

• Ability to communicate, drill, and train individuals of various levels of education and levels of safety knowledge and experience.

• Ability to calmly think and render sound decisions quickly during periods of extreme pressure or crisis.

• Valid Texas Driver's License with driving record that meets the requirements of the District.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is frequently required to stand, walk, and talk or hear. The employee is frequently required to use hands or fingers to handle, feel, reach with hands and arms, climb, balance, stoop, kneel, crouch, crawl, use ladders and lift equipment, use catwalks to access building roofs/lofts/stage area/cooling or water towers, access and work in utility tunnels/basements/attics and other confined spaces. The employee must be able to lift or move up to 25 pounds. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. May be required to work weekends and when necessary, as requested. The employee may be required to drive a district vehicle in the performance of assigned tasks, operate radio communication systems, video surveillance systems, alarm systems, and other security equipment.

WORK ENVIRONMENT:

The employee is exposed to wet and/or humid conditions, hot/cold outside weather temperatures, moving mechanical parts, high or precarious places, fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is occasionally loud.
