Position Overview

The Office of Social Emotional Academic Development works with the Chancellor to ensure coherence in the educational experience for our students, families, and schools. Our goal is to initiate change and lead DC Public Schools into the highest performing school district in the nation.

The Manager, Career and Technical Education (CTE) works directly with CTE teachers, model teachers, school leaders, and Central Services teams to ensure the highest-quality instruction in CTE classrooms throughout DCPS. The Manager will serve as the CTE District LEAP (Learning together to Advance our Practice) Leader, responsible for supporting schools in implementing the LEAP model with focus on CTE teachers. This includes recruitment, selection, professional development, instructional coaching, and innovative policy-making in regard to CTE in DCPS. The Manager plans and leads CTE professional development that is relevant, industry-connected, and aligned to the indicators of high-quality CTE programming, in support of DCPS initiatives, and aligned to cutting-edge best practices in pedagogy and K-16 education.

The Manager, Career and Technical Education will report to the Director, Career Technical Education Programs.

Essential Duties and Responsibilities

• Manages, designs, and facilitates professional development for CTE educators and leaders that is relevant, industry- connected, aligned to the indicators of high-quality CTE programming, in support of DCPS initiatives, and aligned to cutting-edge best practices in pedagogy and K-16 education.

• Contracts and oversees the CTE District Course Chairs and CTE Professional Learning Communities.

• Manages the District Led PD for DCPS CTE Leap Leaders; supervises the facilitation of school-based and district instructional support for CTE teachers; serves as the CTE District LEAP Leader POC that will be responsible for leading cycles of lesson planning, content knowledge development, formative observations, and student work analysis tied to the DCPS CTE curriculum; and leads District Course Chairs and Academy leaders in supporting the CTE LEAP model.

• Represents the CTE department and participates in professional development meetings, trainings, and all activities led by DCPS content experts.

• Disseminates best practices, professional learning materials, and CTE resources by leveraging technology, such as learning management systems, Office 365, and relevant K-12 online resources.

• Consults with external partners, such as ACTE, OSSE, and third-party vendors, to plan high-quality professional development for DCPS teachers.

• Leverages industry partnerships with local, regional, and national organizations to enrich professional development offerings and work-based learning experiences.

• Individualizes and monitors professional growth plans for priority CTE teachers, in consultation with school leaders.

• Supports school leadership and the School Staffing team in identifying and selecting high-quality candidates for all CTE teacher openings.

• Develops and implements a multi-year onboarding structure to support CTE teachers new to DCPS, especially those without extensive K-12 teaching experience; and supports current employees, in collaboration with the Office of Employee Services and OSSE, to ensure they have the certifications and licenses required to teach their specific career education program of study.

• Serves as the resident expert on recent and best practices in career and technical education, including, but not limited to: Pedagogy, Andragogy, Cognitive Coaching, Understanding By Design, Marzano’s, Bloom’s, Flipped Classrooms, Problem-Based Learning, Experiential Learning, Work-Based Learning, and multiple instructional quality frameworks.

• Implements the CTE middle school support framework, including curriculum selection/support, instructional support, and professional development for all CTE courses.

• Serves as the resident expert and supports STEM programming for CTE programs across the district; and provides programmatic support and collaborative coaching to STEM teachers as they work to implement the OSSE Standards and district curriculum and create effective STEM learning experiences for students.

• Collaborates with teachers and other instructional staff to develop technology implementation plans that align with CTE curriculum materials.

• Models the integration of technology in CTE courses and conducts professional development in the areas of technology integration, including all district-mandated applications such as Canvas and Microsoft Teams; and develops and facilitates the CTE department's Canvas Course Companions for use as a virtual, hybrid, or supplemental course resource.

Qualifications

• Bachelor's degree and four to six years of related work experience.

• Master's degree preferred.

• Experience in urban, public education, and Career and Technical Education (CTE) preferred.

• Dynamic presenter with experience designing and implementing professional development for adults with a wide range of expertise and backgrounds.

• Deep understanding of excellent pedagogy and its impact on student outcomes.

• Ability to build positive, working relationships with a diverse range of school-based, Central Services, and external stakeholders.

• Comfort with design thinking, prototyping, policymaking, and agile development.

• Excellent organizational, strategic planning, and communication skills.
