Job Description
Position Summary:The Chief of Staff provides strategic planning, policy analysis, monitoring through data, administrative, logistical, and operational support to the Chief Executive of Nonpublic and Charter Schools, Deputy Chief Executives of Instruction and Operations, Senior Executive Directors, and Executive Directors to maintain and sustain a forward-thinking, innovative and efficient ONPCS. ONPCS works collaboratively with the New York State Education Department, City Hall, internal New York City Public Schools (NYCPS) cross-functional offices, various religious leaders, superintendents, school building leaders, elected representatives, standing committee members, charter authorizers, and community members from diverse religious, cultural and linguistic backgrounds. ONPCS is responsible for more than 3-Billion dollars, inclusive of federal funding in support of ESSA and across Title I, Title II, Title III, and Tile IV programs, the allocations for the Smart Schools Bond Act, NYSTL allocations, and Tax Levy funding. ONPCS is tasked with ensuring all eligible students receive services in alignment with state and federal guidelines and with timely and meaningful collaboration with the standing committee in our religious and independent schools. In addition, we authorize Charter Schools, adhere to statutory financial payments for general and special education tuition, and provide lease assistance.
The Chief of Staff supports the execution of critical cross-functional projects, the coordination of workflows across cross-functional teams, project management and effective and timely communication with stakeholders in state and city offices, as well as with the standing committee. The Chief of Staff also manages strategic planning and prioritization of the operations of the Chief Executive, including briefings for internal and external events, and key projects. The Chief of Staff will engage in proactive problem-solving and facilitate policy objectives. All of which is in furtherance of creating a truly integrated, safe, and rigorous academic environment in our schools in alignment with the Chancellor's priority. Performs related work.

Responsibilities
Strategic Leadership & Vision
• Align teams, resources, internal and external departments to work collaboratively towards a shared vision.
• Develop a clear roadmap for the organization, aligned with S.M.A.R.T. goals.
• Create, analyze and strategically plan, leveraging data in alignment with the ONPCS five priorities: Optimal Friscal and Resource Management; Instruction and Student Learning; Operational Efficacy; Policy & Regulatory Compliance and Cross-Sector Collaboration.
Policy & Regulatory Compliance
• Design policy and guidelines related to all funded programs.
• Manage and support administrative staff to ensure collaborative thought-partnering across all work streams.
• Serve as an initial point of contact for the Chief Executive of Nonpublic and Charter Schools on general instructional and operational inquiries.
• Conduct outreach to State, City, Standing Committee and Charter stakeholders on behalf of the Chief Executive of Nonpublic and Charter Schools.
• Coordinate and conduct ongoing outreach to employees and community partners to ensure that general areas are well maintained, and office regulatory adherence.
Executive Management & Capacity-Building
• Assist in preparing materials for various internal and external meetings and all professional development activities, including retreats.
• Handle special projects, prepare confidential correspondence and ad hoc reports.
• Coordinate meetings/public engagement calendar, as well as travel coordination for the Chief Executive of Nonpublic and Charter Schools and Leadership Team.
• Draft memoranda and emails in response to routine questions or requests.
• Review and oversee the distribution of incoming correspondence.
Operational Efficacy
• Develop office wide initiatives in collaboration with team members for the success of office priorities and projects and to proactively address inefficiencies.
• Maintain an extensive filing system of all correspondence and related documents.
Cross-Sector Collaboration
• Support all office projects and special events.
• Act as a liaison to both internal NYCPS offices and external groups, including the Standing Committee, Charter stakeholders, community-based organizations, public agencies and vendors.
Qualification Requirements:
Minimum
• A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
• A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
• Education and/or experience equivalent to "1", or "2" above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in "1" above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in "1" above.
Preferred
• Knowledge of NYCPS, City and State rules and regulations.

• Strong knowledge of Microsoft Office 365 applications.
Salary : $130,151- $175,000
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
